International Scientific Centre for Power and Chemical Engineering Problems

Taking into account the great scientific, research and technological potential, being guided by the principles of mutual augmentability and mutual interest in joint scientific, educational and innovation activity, Institute of Chemical Engineering, Bulgarian Academy of Science, in the person of its Director, professor Beshkov V., acting on the basis of the Law and BAS’s Statute, on the one part, and Research Center for Power Engineering Problems of the Russian Academy of Sciences, hereinafter Academenergo, in the person of Director of Academenergo, professor Shlyannikov V.N., acting on the basis of Regulations and Letter of Attorney from 07.07.2008. №216, on the other part, hereinafter referred as Parties, have concluded the present agreement:

1. Subject, goal and task of the agreement

1.1. The Subject of the present agreement is the creation of joint scientific centre „International Scientific Centre for Power and Chemical Engineering Problems”, hereinafter ISCPCEP.

1.2. ISCPCEP is open for participation of other scientific organizations and individual scientists from Bulgaria, Russia and third countries.

1.3. The basic goal of ISCPCEP’s activity is the Parties' scientific, educational and industrial potential integration for holding joint scientific investigations and works of innovation character in the framework of interdisciplinary directions and increasing the efficiency of joint efforts in the preparation the personnel of higher qualification in the area of energetic and chemical engineering.

1.4. ISCPCEP’s basic task is the joint creation and carrying out of the projects for the implementation of the results of scientific investigations and innovations in industrial consumers in Bulgaria, Russia and third countries.

2. ISCPCEP administration

ISCPCEP ´s administrative direction is carried out by Board of Directors, which consists of the Directors of participating scientific organizations. The ISCPCEP Director is selected by the Board of Directors every two years on the rotary principle.

ISCPCEP’s scientific direction is carried out by the Scientific Council, which consists of the professors of the participating scientific organizations. Every Country offers own participants in the Scientific Council. The Chairman, Vice Chairman and Secretary are selected by the Scientific Council every two years on the rotary principle.

3. General conditions

3.1. The present agreement is the basis for the realization of joint scientific and educational projects, carrying out joint scientific research and experimental design activities by the Parties.

3.2. The present agreement does not impose any financial obligations on the Parties which have signed it. In case of necessity the Parties approve and sign direct contracts for joint scientific research and/or experimental design activities.

3.3. With the aim of the present agreement practical execution, further cooperation expansion and extending procurement, assumed obligations guaranteeing, carrying out the control and the analysis of their fulfilment, the Parties appoint their authorized representatives.

3.4. The Parties bind themselves to refrain from the actions which can cause economic and/or any other damage to each other, including the non-disclosure of the information which both Parties consider confidential.

3.5. In case of necessity the Parties have settled to use the possibility of involving in the cooperation other institutions, organizations, enterprises and firms, including the scientific, without any dependence on the forms of their ownership and departmental belonging if both Parties agree.

3.6. The rights on the scientific product and the results of intellectual property, obtained as a result of joint work, which are obtained in the framework of ISCPCEP, are defined on the basis of additional agreements between the Parties.

3.7. ISCPCEP is open for participation of other scientific centers and particular scientists in Bulgaria, Russia and third countries, if they become Parties and sign the present agreement as an application (registration form) for participation in ISCPCEP.

3.8. Every new participant must to present a global scientific plan for its investigations in the area of energetic and chemical engineering and its participants in the Board of Directors and Scientific Council.

4. Directions of cooperation

To reach the aim of the present agreement the Parties have defined the following directions of cooperation:

● joint fundamental and research investigations in the area of energetic and chemical engineering and adjacent areas, participation in the contest of scientific papers, projects, grants;

● innovation activity and interaction with the real economics sector;

● creation of joint scientific and educational centers realizing joint scientific and educational activity;

● creation of joint laboratories, carrying out joint scientific and scientific-technical activity;

● joint preparation and certification of scientific personnel, including post-graduate studies and obtaining Doctor of Science degree by the scientists probation period, scientists and lecturers secondments;

● creation of the conditions for joint and effective usage of devices and machinery which the Parties have;

● interchange and supplying with scientific-technical information, necessary for carrying out joint scientific investigations, including the programs being fulfilled, scientific achievements and discoveries, existing data bases;

● holding mutual consultations and scientific-research papers, scientific-technical production expert examination, scientific papers, monographs review;

● mutual participation of the scientists in the work of scientific and dissertation councils of the Parties;

● organization and holding joint scientific symposia, conferences, seminars and meetings.

Specific directions of cooperation are approved by the Scientific Council and the Board of Directors.

5. Basic scientific directions

5.1. Basically the main scientific directions are carried out according to the perspective plans (and its actualizations) of investigations of the Parties which are ISCPCEP founders.

5.2. The basic directions of the scientific investigations are those in the area of energetic and chemical engineering, including:

5.2.1. New technological solutions of industrial gases purification from SO2, CO2 and dust.

5.2.1.1. Carbon dioxide detachment from industrial gases and industrial enterprises gas emissions in the atmosphere with the aim of man-caused СО2 emission in the environment reduction.

5.2.1.2. Elaboration of software package for calculation and designing of vortical apparatus.

5.2.1.3. Absorption of SO2 with suspension СаСО3 in the apparatus of bubble type.

5.2.1.4. Designing of high-speed dust collection chamber “Venturi”.

5.2.1.5. Elaboration of methods and software package for energy consumption reduction due to heat integration in the functioning of chemical-engineering systems with continuous and periodical processes.

5.2.2. New biotechnological decisions.

5.2.2.1. Elaboration of original designs of reactors of continuous action for anaerobic attenuation of organic raw material, designed for manure gas obtaining.

5.2.2.2. Lactic acid production through lactobacillus immobilization by polyacrylamide gel.

6. Period of validity of the agreement

6.1. The present agreement comes into force for every participant after the presentations of an application (registration form) for participation in ISCPCEP, a global scientific plan for its investigations in the area of energetic and chemical engineering and its participants in the Board of Directors and Scientific Council.

6.2. The period of validity of the present agreement is established for 5 (five) years and is extended automatically for the next period, unless one of the Parties informs the other about the necessity of changes or cessation of the agreement two months before the termination of period of validity of the agreement.

7. Final conditions

7.1. The present agreement can be completed, changed or dissolved by mutual consent of the Parties.
